Comments on Rule Interpretations:

  1. TBA

TimeOuts: Allow teams to leave the field and go to the bench if they choose to do so during a time out. There is unlimited substitutions during time outs so it is not necessary to keep the teams on the field. However, be careful if it is a PK situation as the sub cannot take the PK. This was clarified by our rules interpreter, Fran Giuliano. Thanks, Bob

Second Yellow Card: reminder that a player receiving a second Yellow card in the same match may be substituted; however a player receiving a straight Red Card may not be substituted and the team plays man less one player for that action.

Officials Arrival: The athletic directors have some serious concerns about officials arriving right at game time or later. Please refer to page 28 of your rule book Rule 5,article 2 " the jurisdiction of the officials shall begin 15 minutes prior to the start of the game."

Officials Conduct: Avoid negative dialogue with players or coaches. If cards are warranted issue them and move on.

When issueing cards it is your responsability to be certain they are properly recorded on the MIAA roster sheet before leaving the game.

Injured goalkeeper. Please refer to page18 in the rule book 3.3.2 situation D. Goalkeeper is injured, you stop play.Situation states: "After examinin the goalkeeper ,it is determined that he/she is able to continue play immediately and no attendants have been beckoned, removal is not mandatory and play will start with an indirect kick," Until the Federation defines who "it" is that continues play and who bears responsability for the goalkeeper, the goalkeeper shall be substituted.
A procedure we have adopted:
Goalkeeper injured, stop play, substitute for keeper, when play resumes ask opponent to kick ball out of bounds, keeper re enters. An act of sportsmanship is created and we are free of liability.
